Absolute "saveConfigURL" causes issues with mixed active content policy

Problem/Motivation

Under certain infrastructure configurations, the saveConfigURL is generate as an HTTP URL. When the site is served over HTTPS, this triggers mixed active content policy, and the request to save menu configuration is blocked by the browser.

Steps to reproduce

Well, you'd have to have you site sitting behind a proxy that wraps your site into HTTPS. Not sure what other ways of reproducing this error would be.

Proposed resolution

Do not use absolute URL value for saveConfigURL setting.
