An editor can drag a paragraph from outside a multiparagraph into one

Problem/Motivation

It is annoying to have to remove a paragraph and re-add it, when I should be able to just drag it into where I want it to go. When I try to drag a paragraph into a multiparagraph, it cannot go inside of it. Similarly I cannot drag a paragraph that is inside of a multiparagraph to somewhere outside of it.

Proposed resolution

I am actually not so sure that this can be fixed, the paragraphs are on different paragraphs fields. Another thing to consider here is that which paragraphs are allowed on those fields may be different. The paragraph types allowed on a paragraphs field on a node may not be the same as those allowed on the paragraphs field on the multiparagraph. And the multiparagraph does not inherit its available paragraphs from the node.
