Re-evaluate per-group-type event invite functionality

Problem/Motivation

This functionality was created as a customer driven feature in PROD-9592 and made some sense with the different group types being separate bundles. However in modern Open Social installations we only have flexible_groups for groups. We have other things built on group but that should more likely be a product decision of whether they have events and event invites.

Steps to reproduce

Proposed resolution

Remove the ability for SM to change whether event invites is enabled for a certain group.

If needed make the product smarter based on the access for the event that people are being invited to.
