Assigned user is not able to translate the terms in the list

Problem/Motivation

After assigning a user to a taxonomy, the user is not able to translate the terms in the list.

Steps to reproduce

Create a taxonomy
Go to /admin/structure/taxonomy_per_user/overview and create the association
User goes to : /admin/structure/taxonomy/manage/[taxonomy terms]/overview
User click dropdown arrow on menu, translate not available

I even added Translate Taxonomy Term permission to Authenticated user but still no go.
