Drupal is dismantling DrupalCI. GitLab CI is the way forward.
It also runs PHPStan, so I am selfishly doing this to see if https://github.com/mglaman/phpstan-drupal/issues/242 is still a problem.
Create a GitLab CI pipeline and use the one from Drupal core as the base template. When it is done, we can start to fix the remaining bugs in the sqlsvr module.
