Provide an interface for merging an array of settings into sync configuration

Proposed resolution

This will most likely reside in SyncInterface e.g. a method like overrideConfig. Alternatively it would be at in ConfigManagerInterface in a method that would accept a synchronization and an array containing the overrides, and it would return a synchronization with the updated properties.
