I think I know what the issue is.
Under your "Manage form display" change your "Maximum nesting depth" from "0" to a higher number between 1-10.
Layout Paragraphs is the best UX for page layout! But there is a confusing learning curve, so every simple measure to improve UI/UX should be considered. In addition to the "No components to add." message, it would be helpful to show users with permission to do so how to add these components.
* On a content type with a field with only Layout Paragraphs allowed and no additional Paragraphs assigned yet
* Create or Edit an entity of this content type, click to Add Section, click to Add Component (the plus sign in the middle of the Layout Paragraphs UI)
In addition to the "No components to add." text on the "Choose a Component" dialog, it would be helpful to show users with permission to do so to be shown additional option to "Add Components" (optionally create new Paragraphs ("Components") and update the Paragraphs this field is allowed to reference.
