Tighten up coding standards for 2.x

Problem/Motivation

Since we are now on GitLab CI, and the 2.x branch requires PHP 8.1, we can tighten up the coding standards to enforce best practices like using strict typing, nullable types etc.

Proposed resolution

Use the example from Using Coder and PHP_CodeSniffer in GitLab CI → .
