Replace “View results on dispatcher” link with deprecation message

I added a flag variable called pift_dispatcher_disabled which is set to TRUE by default to allow BC.
If we want to completely remove the old messages in favor of the new ones, I can do that, but I wasn't sure.

No need for a feature flag, dispatcher is already not publicly accessible and won’t be again. In the unlikely event it does come back, we have the Git history.

Just simplified the code. MR ready for review.

This is now deployed.
