D10: Re-vet bat (drupal/bat)

This module was previously vetted and determined obsolete due to having an issue with drupal/date_recur:

I don't see that as an issue anymore and there is a recent RC candidate that is Drupal 10 compatible. It would be good to vet this new version for D10 compatibility.

Proposed resolution

Re-vet the module to determine if it works on D10, and if there are viable migration paths.

Remaining tasks

1. Install module on fresh D7 site
2. Configure + set up on D7 with some config options
3. Use acli to generate new D10 project
4. Make sure module is enabled
5. See if there are migrations, if so, test them. If not, document if there should be.
6. Update recommendation in curated.json based on results
