This issue would need quite a bit more information to be a bug report. Even as a support request there isn't much to go on here.

After a lot of research I found out that this problem was introduced by https://www.drupal.org/project/drupal/issues/296693 🐛 Restrict access to empty top level administration pages Fixed .
And solvable through https://www.drupal.org/project/drupal/issues/3413508 🐛 Admin page access denied even when access is given to child items RTBC applying the diff mentioned in the issue fork.
