There are plenty of use cases for having HTML in all the places where site builders can add text to In Other Words lists:

Text before: Simulate a label with <div class="field__label"> or <h3>
Text after
Join symbol or separator between list items: Use a special symbol with inline SVG or <span class="icon">
Final join word

Presently an easy but theming-required workaround is available: ✨ A themer can override In Other Words list templates for specific view modes and fields Active (in the 2.0.x and 3.0.x branches, only for regular entity reference lists (not sequential terms), and no release cut yet).
