Held registrations not completed after payment

Problem/Motivation

If an order with a Held registration is submitted and paid, the registration is not transitioned to complete state as expected.

Steps to reproduce

Cart an item with a registration. Change the registration state to Held. Perform a checkout and pay for the order.

Proposed resolution

Transition Active or Held registrations to complete on payment receipt, instead of just Active registrations.
