Paragraphs Library is conflicting with Content Translation module

Problem/Motivation

Drupal 10.2.2
Paragraphs Library 8.17
Fresh install and no content in the system. No Paragraphs created. Default content types, Article & Basic Page.

Steps to reproduce

Enable the Paragraphs and Paragraphs Library modules
Enable Content Moderation and Workflows module.
Visit: /admin/config/regional/content-language

The below error message occurs.

If you uninstall the Paragraphs Library module then the problem goes away.
