How to use Promotions with Free Shipping?

I have set up a Shipping method of 10USD when the order is below 100 USD with the option/restriction > Total to compare against
Order total. If the order is equal or greater than 100, shipping is free.
Now, it works fine if there are no coupons/promotions. When I use a coupon, the shipping calculation goes "crazy". Every time I recalculate shipping it shows me a different option.
Is there documentation on how do to this? I am not sure if this is a bug or just something I am not doing right.

Can't you just define a promotion that has a condition on the order subtotal? And offer 100% off to shipment using the "Percentage off shipment amount" offer?
