Because of the different render arrays of the view blocks and contrib/custom blocks title display handling works poorly.
Because of those differences contrib/custom block's titles are being duplicated as the block's provided by module title.
Add some contrib/custom block instance that's not a view block on a view as an area or field plugin. On display, you'll see that the block's title is duplicated.
Handle different block types scenarios.
