Flood table does not exists

Problem/Motivation

The web browser crashed and I tried to log into my local Drupal site. When I do this, I get HTTP 502 Error response.

Using xdebug, I got an SQL error because table "flood" does not exist.

Steps to reproduce

Just try to log in to my newly installed Drupal 10.2.2. No content, default theme for normal user.
I did search for this issue and it seems like the Drupal core *should* create this table on demand. I do not know why this is happening.
