Cleanup no longer relevant locale management

Problem/Motivation

In 📌 Switch command line escaping to Symfony Process Fixed , command line parameter escaping was removed in favour of using Symfony Process natively. That made the 'locale' setting redundant.

Proposed resolution

Remove the 'locale' setting from the config and the UI,

User interface changes

The 'locale' setting in the toolkit's setup form is removed, as well as the list of locales installed on the server.

API changes

  • ImagemagickExecManager::getInstalledLocales() is deprecated
  • The 'locale' setting in module's configuration is removed.
