Add menu and task links

Problem/Motivation

Currently there's no link appearing in admin menu under 'Content' to manage translatable config pages. Also, it would be nice to have a tab under /admin/content.

Proposed resolution

Add a "Translatable config pages" tab under /admin/content.

User interface changes

New menu item and task.
