Handle images below resize dimensions that are bigger than minimum filesize

Problem/Motivation

I have images that are bigger in filesize than the "Minimum filesize" but smaller than the Width/Height in the Maximal size settings.

These get requeud when the "Requeue existing images" button is pressed, but never processed.
