Allow individual config imports in admin UI

Problem/Motivation

Great module, thank you for developing it!

I'm wondering how it could be made possible, to allow configuration imports from the Configuration - Development - Configuration Synchronize - Import (single item) form
admin/config/development/configuration/single/import

Has anyone else wanted all configuration forms to be read-only, but still allow configuration imports by admins?

Is it currently possible to allow this functionality?
If not, any ideas on how to approach allowing it?
