Cannot navigate to the domain settings page using the horizontal toolbar

Problem/Motivation

It is not possible to navigate to the page using the horizontal toolbar. I had to inspect the routing file and hack the URL bar to find it until I realized that the menu link would appear if I toggled to the the vertical toolbar mode.

Steps to reproduce

From a fresh installation, install the group_domain module. Using a desktop sized viewport, follow the menu item. Notice that there isn't a tab for the domain settings page. Narrow the viewport or toggle the horizontal toolbar to vertical mode. Notice that the domain settings link appears.
