Drush 12 compatibility

Dear reviewers,
please make sure that the command is now available on Drush 12 and still available on Drush 11.

Overall looks good, just should have the PHPstan baseline updated for the relevant changes (ignore any unrelated warnings, looks like I didn't update the baseline the last time PHPStan updated)

Moving to a bug since Drush 12 is required for D10.2

zach.bimson → made their first commit to this issue’s fork.

We will want this to go into 3.x as well.
