Backport support for language mappings

Drupal core provides the ability to compute a possible match between the Drupal langcode and the CKEditor langcode.

This functionality could be backported by copying the default language mapping included in core and providing an alter hook for developers to modify the mappings or create their own mapping configuration UI.
