You'd need to provide the actual error you're getting. Try turning on the error messages. As is, there is not a lot we can do.

The issue is likely caused by the
commerce_google_tag_managermodule.
This issue seems relevant: 🐛 Fatal error when calculating shipping for shipments with no set amount RTBC .

"Needs review" is for patches, yes definitely not a Commerce core issue, as indicated by the error message itself...
