Problem/Motivation

Could not find a version of package drupal/fivestar matching your minimum-stability (stable). Require it with an explicit version constraint allowing its desired stability.

Steps to reproduce

Try to install on Drupal 10.2.0 with composer composer require 'drupal/fivestar:^1.0@alpha'

Just what the message says - you have your minimum stability set to "stable" so in order to install the alpha release you have to specify the "exact" version you want to install.

Regardless, this is a question about how to use composer and not an issue with the fivestar module.
