Problem/Motivation

Footnotes text format is required for the modal

Steps to reproduce

No footnotes text format is there by default

Proposed resolution

  1. Install the text format
  2. Update permissions to maintain status quo: eg if author can access WYSIWYG with footntoes, author should be able to access footnotes text format
