Support displaying transition buttons as a dropbutton

When having many state transitions available, the UI can be quite cluttered. It would be nice to give the option to display them as dropbuttons.

Go to an entity view page that renders the state transition form.

Add an option in the widget's settings to render the transition action buttons as dropbuttons.

Added MR that is tested Drupal 9. Would be good to test with the latest version of Drupal as well, even though I don't foresee any issues.
