Unify date and time processing

Problem/Motivation

Date and time pre-processing takes place in multiple places in the codebases. We need to unify it to use centralised helper function provided by the CivicTheme.

We then need to deprecate existing civictheme_format_date() function in favour of a new function with the $timestampparameter being the first one to be more aligned with DateFormatter->format() method.
