User Account Fields setting don't show the options

Problem/Motivation

select html tag with `data-drupal-selector="edit-user-field` don't display items to select.

Steps to reproduce

1. composer require 'drupal/access_by_field:^1.0'
2. Go to Configuration > Access By Field settings > Go to Manage Fields Mappings
3. User Account Fields setting has no items to be selected and it is required.
