Can't create transform mode for empty taxonomy term type

When there are no fields added to the taxonomy term type, the website shows the following error:

There are no fields yet added. You can add new fields on the Manage fields page.

Install transfrom_api module
Create a new taxonomy term vocabulary
Go to "Manage transform" section for said taxonomy vocabulary: /admin/structure/taxonomy/manage/{bundle}/overview/transform

What would be the use case for this? You can still transform taxonomy terms of that vocabulary.
