Allowed formats for HTML Body being empty breaks the email template edit form

This is a follow-up to 🐛 Allowed formats do not work with the HTML Body field Fixed . We broke the email template edit form in the issue, in the case where the allowed formats are empty. In that case, there are no formats available to choose from.
