Add Drupal GitLab CI support

Problem/Motivation

Tests can be run via GitLab, which is quite easy to get setup.
Out of this we might see some tests failing so it's a good idea to fix as many of these as possible before the ci file is added. Once added, fix any remaining issues.

Proposed resolution

Add the .gitlab-ci.yml file.
Change any phpcs or PHPSpec failures that occur.
Correct any failing tests on the new platform.
