Downloading a user's certificate should display the certificate owner's details not simply the current user's ones.
If a user with the right privileges to print/download course completion certificate of another user, the created date token on the certificate is set to the current users course completion date which might be empty resulting in a date like 01.01.1970

I have also facing similar issue and applied the given patch but the patch didn't fix the issue. I've had my courses setup already so the way I've tested is I've created a new account and then subscribe to the course till the end to get a certificate. So I wonder if this patch actually fix the issues or do I need additional steps to do so the patch start working?
