Use PaymentGatewayException:: createForPayment()

I have used this MR on a sandbox payment gateway. I have tested both a successful and a decline transaction. I've also searched the code for all PaymentGatewayExceptions and ensured that

With a declined transaction you can now see the credit card type in the commerce log - see screenshot.

This is missing an MR isn't it?
