Option to Show Active / Inactive Credits of course

Problem/Motivation

As per the existing code only the active credits where shown, which was causing issues in downloading certificate for inactive credits.

Steps to reproduce

Inactivate credit for which certificate mapping is there. Completed course will not allow to download certificate for credit.

Proposed resolution

Added option in function to pass whether inactive/active credits are required.
