I know it's not really configuration, but we want to reserve the top level of the Commerce menu for management areas of the site related to our primary entities (e.g., Orders, Products, Promotions, Licenses, Subscriptions, etc.). We don't really have a great place for "administration, but not really something every merchant needs to see", so I'm just going to move it to Commerce > Configuration > Payment.
