Show the block type name when adding/editing blocks

Problem/Motivation

When we edit blocks, it would be helpful to the user to see what type of block they are editing, especially when we are creating default content for them.

Steps to reproduce

Add a new block to a section
or
Edit an existing block in a section
Notice that currently it doesn't tell us what the block type name is.

Proposed resolution

We previously made some alterations to that form. Check to see if we are hiding it and unhid it.
