Enable module to have cc'd and bcc'd recipients

Allow API users to include cc'd and bcc'd recipients

As of now, nothing.

Maybe include a cc'd and bcc'd field on the template page?

Add an optional parameter at the very end to satisfy these changes

N/A - just change function signatures for now.
