Latest version of paragraphs are not loaded in the node edit form

Problem/Motivation

I've a node type with one paragraph entity reference revision field. I create a new node with a paragraph and promoted the same to library and publish the node. Node is published with paragraph changes. It is working fine. Now edit the node and make some changes in the paragraph and save it as draft. Again edit the node and see the paragraph changes are not loaded which is already promoted to library means latest version of paragraph is not loaded in the node edit form.
