Add an upgrade path for the language field in admin content view

Problem/Motivation

A language field is added to the admin/content page in 🐛 Lack of dynamic language field / filter makes shipping core views hard to be both compatible with mono and multilingual Needs review and it needs an upgrade path.

Steps to reproduce

Proposed resolution

Implement the upgrade path in a way that it verifies whether the view remains unchanged and only then applies.
