What is Duple seven? Also, 8.x-2.x is a no longer maintained branch. Did you mean 8.x-3.x? Or did you mean 7.x-2.x? Also, isn't this a bug in the feeds_taxonomy_ module then?

I think this should go into the project Feeds hierarchical taxonomy → despite that the function feeds_taxonomy_hierarchy_set_caches() doesn't exist in the project code.
