Extend site configuration to enable custom 410 pages

Motivation

We need to allow users to configure their own 410 pages similarly to what we allow for 404 and 403 pages.

Remaining tasks

• Add module configuration to store the custom url. It should follow the same limitations as system.site.page.404
• Extend the configuration form on SiteInformationForm and add a new item in the error_page page.
