[pp-1] Decide how to set the initial checkpoint hash

Problem/Motivation

At the moment \Drupal\Core\Config\Checkpoint\CheckpointStorage::checkpoint() creates an initial checkpoint hash from random data. It would be amazing if somehow we could fingerprint the active storage in an efficient way.
