Rivet - Port Banner chunk as Hero component

The IU Framework Banner chunk should be replaced with the Rivet Hero component.

Ensure we can set a background color. Need to work through whether there is a migration path here.

Ensure we can set more than one link field, and style each one independently.

Ensure we can set an eyebrow text.

Ensure that if the hero uses an H1, the page title block on the page doesn’t use an H1.

Follow-up ticket to write the migration to new data model changes.
