Choose CDN location

Many european customers would like to be able to choose the EU CDN location of the cookiebot code.

The code in the module file is hardcoded to .com today

Have a simple dropdown in the cookiebot Drupal admin where you could choose between EU and US

A new dropdown for the admin page.

I already have a working prototype - just need an issue fork.
