Cleanup support for old versions of core

Bumping CSP's support to ^10.1 would allow cleaning up:

CoreCspSubscriber
- quickedit and ckeditor (CKE4) are no longer in core ^10.0
- the style 'unsafe-inline' exception is no longer required for core/drupal.ajax in ^10.1
csp_extras functionality can be removed

Quickedit and CKE4 support code has been removed.

Will open a followup issue for bumping minimum core support to ^10.1 and dropping the drupal.ajax exception & csp_extras backport
