Cleanup use of deprecated watchdog_exception

Problem/Motivation

There are some uses of watchdog_exception, which is deprecated in 10.1. The Error:logException helper would require bumping the minimum core version to ^10.1, but Error:decodeException() and Error::DEFAULT_ERROR_MESSAGE are available in ^9.5.
