CacheBlockForm class prevents configuration changes from saving in block plugins.

Problem/Motivation

Changes to block configuration are not saved when Advanced Varnish module is enabled.

Steps to reproduce

  • Create a block with a configuration form
  • Update configuration values
  • Updates are not saved

Proposed resolution

submitForm method in CacheBlockForm should use block plugin to update the cache settings values rather than directly updating 'settings' property on block object.
