Ah so this was deliberately done in #3164373: Mixed-language link "Switch to X" → - the switch link is shown in the destination language, rather than the current page language, to avoid a weird mix of languages in that link. I believe this is more helpful to users, as if they don't speak French, it's more helpful to say "Switch to English" than "Passer en anglais", "Passer en English" or even "Switch to anglais" etc! (Or if they don't speak English, it's better to say "Passer en français" rather than "Switch to français" etc.)
So I'm closing this ticket - but of course, I'm open to being persuaded to reconsider if there are better reasons! But the current behaviour is intentional, having already been thought through.
